FCC system outage update: 03/13/25 9:15AM EDT
LMS, ULS and EDOCS remains unavailable due to a possible network failure impacting these systems at the FCC.
The system outage at the FCC continues. No access is available to the following systems and functionality:
License Management System (LMS) used for the viewing and filing of AM, FM, LPFM and Television broadcast station applications and pleadings.
Universal Licensing System (ULS) used for the viewing and filing of applications for various radio services administrated by the Wireless Telecommunications Bureau including amateur radio and GMRS.
Electronic Documents (EDOCS) used for the display of official decisions, proposals, public notices, news releases and other related daily business documents.
TOWAIR, which is used to determine if a proposed tower structure requires an Antenna Structure Registration Number. REC operates Runway Slope, a non-authoritative alternative of this functionality at https://recnet.com/towair.
The FCC did not publish a Daily Digest for March 12, 2025.
The FCC did issue a public notice announcing the comment dates for GN Docket 25-133, the “Delete Delete Delete” proceeding, which is accepting comments on eliminating or modifying regulations at the FCC pursuant to a White House Executive Order. Comments are due April 11, 2025 with Reply Comments due on April 28, 2025. The FCC’s Electronic Comment Filing System (ECFS) is currently not impacted by the systems outage.
While REC has not received any official statement from the FCC addressing the outage and how March 12 would be handled in respect to filing deadlines, we have received information that suggests that the issue is related to network connectivity and that FCC IT teams are working on the issue. We note that before this major outage, all of the identified systems have been suffering from quality of service issues such as slow responses and sporadic outages. This has been very prevalent in LMS, which has had only an 80% availability within the past 7 days.
For REC systems, this means that information will not be updated in real time on FCC.today. This includes daily business items. Links on various REC systems to LMS and ULS applications will not work and users will likely experience a “503” timeout message or general website error. REC has temporarily paused the eLMS service.
For Thursday, March 13, REC is in Limited Operations due to this system outage and family priority. Phones and email will be monitored, however advice that depends on the viewing of applications or decision documents may not be available.
