LMS to remain down for an extended period of time. No news yet on any further extension of filing deadlines.
REC Networks can verify that at least in the case of the Federal Communications Commission’s (FCC) License Management System (LMS), which is used for filing broadcast applications and obtaining detailed information about broadcast stations will remain out of service until November 18, 2025. This is based on information posted by the FCC on the LMS Help Center web page. The FCC had previously announced that filings were due by November 18, 2025.
Edited 11/14/2025 1:42 PM EST: We can also verify that this same date also applies to the Online Public Inspection File system based on a message placed on their Help Center page. We are still looking into ULS.
“Turning on a system after being shut down for more than 40 days (and 40 nights) and then expecting over a month of backlogged filings to be placed in the system in less than 24 hours will cause congestion on the system and is not very efficient, especially because at times, we may need to depend on information from exhibits from previous applications and authorizations to help prepare applications and because of the shutdown, those resources are not available. This further delay in the resumption of the systems makes matters much worse as such a delay is unprecedented compared to the recovery efforts following previous Government shutdowns. While I am not here to point fingers on particular political parties, I do seriously question this misstep, which only compounds a good share of inefficiencies these days throughout the entire (FCC) agency.”, said Michelle Bradley, founder of REC Networks in reaction to the latest delay.
We are not aware of whether the Universal Licensing System (ULS), which is used for wireless services, including broadcast auxiliary, amateur radio and the General Mobile Radio Service (GMRS) is also impacted by this same restoral date.
There is no news yet from either the FCC’s Media Bureau or the Office of Managing Director on any extension to the deadlines.
Likewise, REC eLMS services and FCC.today will remain unavailable until at least Tuesday, November 18, 2025.
